Transfer of ownership
Transfer of ownership is the LTA process of changing a vehicle's registered owner when a car in Singapore is sold or given away.
What it means
Transfer of ownership is the formal process of updating who is recorded as the registered owner of a vehicle with the Land Transport Authority. Whenever a car changes hands, whether sold to another person, sold to a dealer, or given to a family member, the change has to be registered with LTA so its records and the vehicle log card reflect the new owner. The transfer is normally done online through LTA's vehicle services, with both the seller and the buyer playing a part: the seller initiates or agrees to the transfer, and the buyer accepts it. A transfer fee applies. Before a transfer can be completed, certain conditions usually have to be in order, such as the vehicle having valid insurance in the new owner's name and any outstanding hire purchase loan being settled, since a financier holding title must release the car first. Once the transfer is processed, LTA recognises the buyer as the new registered owner and the log card is updated accordingly.
Why it matters in Singapore
Because cars in Singapore carry significant taxes, rebates, and a COE attached to the registration, getting the transfer right matters. Until the transfer is complete, the seller remains the registered owner on LTA's records, which means responsibilities and liabilities can still attach to them. A clean transfer protects both sides: the buyer becomes the recognised owner, and the seller is released from responsibility for the car. It is the official step that makes a private sale or a dealer sale legally complete.
What it means for car owners
If you are selling, do not treat handing over keys and cash as the end of the deal. The transfer through LTA is what actually changes the registered owner, so confirm it has gone through before you consider the sale closed. If you are buying, make sure the car has no outstanding loan blocking the transfer, arrange insurance in your name, and check the log card afterwards to see that you are listed as the registered owner. For a gift within a family, the same process applies even though no money changes hands.
