COE bidding
COE bidding is the twice-monthly open exercise through which Singapore COEs are auctioned, with the premium set by the bids received against a fixed quota.
What it means
COE bidding is how Singapore allocates the limited number of Certificates of Entitlement released for each vehicle category. The exercise runs twice a month and is open: anyone bidding can see the prevailing bid price update during the bidding window and revise their bid upward if they wish. A bidder enters the maximum amount they are willing to pay, and a deposit is required to take part. When the exercise closes, certificates are awarded to the highest bidders until the quota for that category is filled. The price everyone pays is the same, set at the lowest successful bid rather than at each bidder's individual maximum. That clearing price is the COE premium for the exercise. Most buyers do not bid themselves: when buying a new car, the dealer usually handles bidding on the buyer's behalf, often with an agreed price cap. Used-car buyers inherit the COE already on the vehicle, so they are not bidding at all.
