COE quota
COE quota is the limited number of COEs released each quarter, set by LTA from vehicle population and deregistrations, and it drives premiums up or down.
What it means
The COE quota is the cap on how many new Certificates of Entitlement are made available, and therefore how many new vehicles can be added to Singapore's roads. LTA sets the quota in advance, usually announced quarterly and split across the COE categories. The size of the quota is built mainly from how many existing vehicles are deregistered, since each car taken off the road frees up a slot, plus an allowance for permitted growth in the overall vehicle population. When few cars are being deregistered, the quota tightens; when a large batch of cars reaches the end of their COE term and comes off the road, the quota loosens. The quota is the supply side of the COE market: bidding decides the price, but the quota decides how many certificates the bidders are competing for.
